It happens quite often, as per as our ancestors view on this, they believed this means the month will be filled with happiness and joy, we will see about how true that is however...!!!
sometimes sun has this ring as well. I thought it was a sign of rain;) actually i have never enquired abt it scientifically! i think i will!
